Position Title: Project Manager – Safety Performance Management



Position Summary

The Safety Performance Management Project Manager will support JetBlue Operational Safety & Safety Management System (SMS) leaders and their programs in the deployment of a new SMS Electronic Recordkeeping System. Properly implemented, the system will create efficiencies, automate workflow and establish process improvements while providing the organization with the means to determine whether its activities are working to achieve safety objectives. In addition, the Project Manager will design and implement ICAO Doc 9859 SMS performance management processes, identify and source needed safety data, and develop qualitative and quantitative indicators to understand the organization’s top safety risks.


On an ongoing basis, the Project Manager will then support JetBlue’s Operational Safety and SMS programs in developing mechanisms for monitoring, measuring and analysis in an effort to advance JetBlue Safety’s overall analytical capability and assist leaders in making continuous improvements in performance via analytics and evaluation. Through the identification and establishment of Safety Performance Indicators (SPIs), Safety Performance Targets (SPTs), and safety triggers/alerts, information obtained will allow senior management to be aware of the current situation and support decision-making to ensure the organization achieves safety goals.

Essential Responsibilities

  • Work directly on the planning, design, development, coordination and implementation of a new Safety Management System (SMS) Recordkeeping system supporting JetBlue Operational Safety & Safety Management System (SMS) leaders and their programs
  • Develop and execute the immediate and long-term vision for the Safety Performance Management function communicating a clear strategic direction for the program including goals and objectives, sells and gets buy-in for performance management projects, and develops a shared vision among the Operational Safety & SMS team
  • Work with the leaders of Continuous Improvement & PMO (CI&PMO), Safety Management System (SMS) and Safety Business Intelligence (SBI) to ensure consistency and a common thread with programs, processes, and products 
  • Work on conducting needs assessments to identify individual, programmatic and organizational needs; conduct process improvement initiatives with process owners which includes: documenting current process to identify pain points and opportunities, performing supporting data analysis, facilitating the design of the process changes, and supporting implementation of the process change 
  • Assist with the identification and prioritization of opportunities where process redesign/improvement can significantly impact efficiency, efficacy, compliance, quality, and user satisfaction        
  • Assemble and present assessment results and recommendations to department and company leadership in conjunction with project team 
  • Partner with Operational Safety & SMS teams and stakeholders to gain an understanding of measures and identify areas where additional performance support is needed to advance the use of data for assessment, evaluation and performance improvement
  • Employs the practical application of ICAO Doc 9859 SMS Safety Performance Management theory to help leaders identify Safety Performance Indicators (SPIs), Safety Performance Targets (SPTs), and safety triggers/alerts and to ensure timely measurement
  • Establish processes for data auditing, analysis, visualization, and reporting
  • Other duties as assigned

Minimum Experience and Qualifications

  • Bachelor’s Degree in aviation management, aviation safety, data science, statistics or related field; OR demonstrated capability to perform job responsibilities with a High School Diploma/GED and at least four (4) years of previous relevant experience
  • Five (5) years relevant work experience with emphasis on aviation safety, aviation management, statistical analysis, and/or project management
  • One (1) year experience with management and analysis of aviation or safety data
  • Experience with database and statistical programming
  • Experience researching, analyzing and synthesizing information/data into recommendations, visualizations and presentations
  • Excellent written and verbal communication skills
  • Excellent organizational skills
  • Able to manage multiple projects simultaneously
  • Ability to work well in a team environment
  • Proficient with Microsoft Office suite
  • Ability to quickly learn new software through training and self-study
  • Available for occasional overnight travel (20%)
  • Must pass a ten (10) year background check and pre-employment drug test
  • Must be legally eligible to work in the country in which the position is located
  • Authorization to work in the US is required, this position is not eligible for visa sponsorship

Preferred Experience and Qualifications

  • Master’s Degree in related field
  • Three (3) years’ experience with management and analysis of aviation or safety data
  • Experience with safety metrics, safety management system (SMS) databases, and safety evaluation methodologies
  • Proficiency with relational database management systems programming (SQL, Oracle, etc.)
  • Proficiency with statistics and statistical programming (R, Python, SAS, etc.)
  • Proficiency with business intelligence tools (SAP BusinessObjects, Tableau, SSRS, etc.)
  • Proficiency with mark-up languages such as XML and HTML
  • Advanced skills in descriptive and inferential statistics
  • Experience with project management or the development and implementation of cross-functional corporate initiatives
  • Previous experience in a consulting capacity building successful internal/external customer relationships
  • Working knowledge of regulations, industry trends, and programs governing commercial aviation safety, security, environmental, and employee health and safety
  • Proven application of performance and cause analysis for performance monitoring and improvement

  • Able to maintain a professional appearance
  • When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

  • Must fulfill safety accountabilities as prescribed by JetBlue’s Safety Management System

  • Identify safety and/or security concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including JetBlue’s confidential reporting systems (Aviation Safety Action Program (ASAP) or Safety Action Report(SAR))
  • Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls
  • Uphold JetBlue’s safety performance metric goals and understand how they relate to their duties and responsibilities
