Position Summary
The Manager Maintenance Operations Center (MOC) Planning reports into the Senior Manager MOC and is responsible for leading the Maintenance Operations Center Planning team in the real-time coordination and execution of aircraft maintenance planning activities, and business strategy to accomplish Tech Ops goals, objectives and key metrics. This role focuses on optimizing aircraft routing, protecting scheduled maintenance, and managing deferral strategies to support fleet reliability, regulatory compliance, and operational performance.
The Manager MOC Planning ensures effective integration between all MOC groups, Maintenance Planning groups and Network Planning, Line Maintenance, and System Operations to balance operational priorities with maintenance requirements. This includes oversight of aircraft swaps, ground time optimization, and maintenance deferral decisions within approved guidelines.
The role is responsible for driving team performance, developing key performance indicators (KPIs), and providing regular reporting on planning effectiveness and operational impact. The Manager must maintain visibility across all operational shifts, including nights and weekends, to ensure consistent execution and team alignment. FAA regulatory compliance is essential, ensuring no overfly activities of any maintenance tasks.
Essential Responsibilities
- Leads and manages the MOC Planning team in the execution of real-time maintenance planning activities with sufficient ground time for aircraft maintenance
- Directs teams on aircraft routing strategies including swaps, re-routes, and ground time adjustments to support maintenance requirements and operational performance
- Ensures protection of scheduled maintenance by aligning aircraft routing and operational plans with maintenance constraints (manpower, ground time, parts availability) to ensure compliance with the Continued Airworthiness Maintenance Program (CAMP), FAA regulations, and company policies
- Oversees the planning and prioritization of maintenance deferrals (MEL, CDL, NEF, and other approved deferrals) to balance the workload for compliance and safety requirements
- Coordinates closely with all MOC teams, Materials, Maintenance Planning, Line Maintenance, and System Operations to ensure alignment on aircraft status, routing decisions, and maintenance execution
- Supports OOS events through planning coordination, ensuring maintenance opportunities, swaps, and recovery options are evaluated and executed effectively
- Ensures accurate and timely execution of maintenance planning actions within the Maintenance Engineering (M&E) system
- Develops, implements, and maintains KPIs related to planning effectiveness, swap efficiency, maintenance protection, deferral usage, and operational performance. Prepares and delivers monthly KPI reporting to leadership, highlighting trends, risks, and opportunities for improvement
- Reviews, recommends, and implements technology and processes improvements for continuous improvement initiatives, including process mapping to improve operational efficiency
- Establishes, documents, and enforces standard work procedures for accountability on MOC Planning activities
- Manages team workload, staffing alignment, and shift coverage to support a 24/7 operation
- Strong leadership with a “How can I help” attitude, actively engaged across all shifts including nights and takes a significant role in coaching, development of direct reports and crewmembers to support engagement, growth, goal achievement and accountability

Minimum Experience and Qualifications
- Bachelor’s Degree; OR demonstrated capability to perform job responsibilities with a combination of a High School Diploma/GED and at least four (4) years of previous related work experience
- Five (5) years airline Maintenance, Planning or Material experience
- Three (3) years of leadership or supervisory experience
- Strong working knowledge of Part 121 Federal Aviation Regulations
- Experience in real-time operational environments (MOC, MCC, Line Maintenance, or Planning)
- Strong understanding of aircraft routing, maintenance scheduling, and deferral management
- Proven ability to balance operational demands with maintenance constraints
- Experience developing and reporting KPIs and performance metrics
- Strong analytical, decision-making, and problem-solving skills
- Excellent communication and coordination skills across multiple operational groups
- Proficiency with Microsoft Office Suite
- Available for occasional overnight travel (10%)
- Must be able to acquire and maintain a SIDA Badge
- Must pass a pre-employment drug test
- Must be legally eligible to work in the country in which the position is located

Preferred Experience and Qualifications
- Experience in MOC or MCC leadership roles
- Experience with aircraft routing systems (e.g., TOPS) and maintenance systems (e.g., TRAX)
- FAA Airframe and Powerplant Certificate or equivalent aviation certification
- Experience with data analysis and reporting tools (Tableau, Power BI, etc.)
- Lean/Six Sigma or continuous improvement experience
- Strong understanding of operational performance metrics (OOS, D0, TDR, MEL rate)

- Regular attendance and punctuality
- Ability to work flexible hours, including nights and weekends as needed, to support a 24/7 operation
- Availability to respond to operational issues on short notice
- Able to maintain a professional appearance
- When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

- Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls

Compensation:
- The base pay range for this position is between $114,000.00 and $155,000.00 per year.
