Position Summary 

The Manager, Technical Program Management role will provide leadership & oversight of all projects within the IT Infrastructure assigned portfolio. The Manager will be directly responsible for tracking project delivery, resource & budget planning and business partner management. As a manager, you will oversee a team of project managers and play a key role in advancing IT, Infrastructure teams strategic, operations projects, and collaborate with larger organizations within the company.  

 

The Manager works with established priorities and focus to meet business demands, excels when working on complex programs, is motivated to deliver results, and exhibits the JetBlue values of Safety, Caring, Integrity, Passion and Fun. The Manager would be an inspirational leader who attracts and retains talent, creates high levels of energy and motivation throughout challenges and obstacles, brings in new talent and proactively manages existing talent to maximize productivity.

Essential Responsibilities 

  • Lead a team of highly motivated technical project managers, while being detail-oriented and hands-on; team members might be across airports, support centers and remote
  • Manage a "portfolio" of projects from discovery to closure including transition to support teams. Projects include the following areas, but not limited to, BlueCity Engineering (e.g. Station openings, Support Center, and BlueCity updates), Workplace Technology (e.g. Software upgrades, collaboration tools, mobile device deployment) and IT Infrastructure projects (Datacenter, Cloud & E-Commerce)
  • Actively coach and mentor team members in waterfall & agile methodology practices, and support their career development; lead by example and build trust
  • Owns the relationship with business functional area leaders and delivery of IT solutions. Partners with senior leaders to develop and deliver an annual budget plan
  • Responsible for developing, maintaining and regularly reporting on both a financial and resource capacity plan for designated areas of responsibility
  • Lead optimization efforts with key strategic business partners in order to transform our infrastructure, drive improved efficiency and reduce operational costs
  • Partner with Strategic Sourcing to negotiate business partner contracts and service level agreements which aligns with business unit’s requirements and expectations
  • Partner with all IT Managers to drive efficiencies and ensure alignment  
  • Develop and improve the program management and planning processes for effective throughput across teams and broader work streams
  • Identify risks, prioritize and collaborate with partners to resolve in a timely manner 
  • Ensure that JetBlue IT and business standards and procedures are maintained in accordance with Company policies and all audit, security, and regulatory requirements
  • Accountable for product and services delivery within assigned business units and across IT
  • Take a significant role in the development of crewmembers to support their engagement, growth, and goal achievement   
  • Other duties as assigned

Minimum Experience and Qualifications  

  • Bachelor’s degree in a related discipline; OR demonstrated capability to perform job responsibilities with a combination of a High School Diploma/GED and at least four (4) years of previous related work experience
  • Five (5) years’ experience in airport IT infrastructure related, IT network Infrastructure projects
  • Two (2) years’ of management experience
  • Strong knowledge and ability to educate team members of Project Management (PMBOK) fundamentals
  • Master knowledge and experience with the software development life cycle
  • Master with project management tools, including Project, JIRA, Confluence, Smartsheets
  • Ability to work with a distributed team, facilitating tight communications in spite of time zone differences
  • Exceptional stakeholder management skills and ability to distill necessary information to cross-functional partners and drive adoption of new workflows
  • Able to work flexible hours and be available for emergency response on short notice; on-call availability
  • Excellent presentation skills along with strong verbal and written communication skills
  • Proficient in Microsoft Office Suite, including Outlook, Project, Excel, Power Point, SharePoint, Word and Visio
  • Sound decision making ability, analytical reasoning and organizational skills with the ability to successfully complete multiple projects simultaneously
  • Financial acumen and ability to structure a business case (or ability to quickly learn said skills)
  • Technology and systems knowledge (cursory knowledge of how Information Technology systems work from a business standpoint)
  • Experience managing and maintaining a budget
  • Ability to manage risk and work in a high-pressure environment 
  • Ability to rapidly resolve issues and recognize when escalation is necessary 
  • Excellent problem solving and structured thinking skills 
  • Available for moderate overnight travel (up to 35%)
  • Must be in possession of valid travel documents with the ability to travel in and out of the United States
  • Must pass a pre-employment drug test 
  • Must be legally eligible to work in the country in which the position is located 
  • Authorization to work in the US is required. This position is not eligible for visa sponsorship

Preferred Experience and Qualifications 

  • Project Management Professional (PMP), Scrum Master or Agile Certification
  • Lean Six Sigma Green Belt certification
  • Five (5) years’ experience of portfolio and/or program management, project delivery, and business partner management with at least two (2) years of supervisory/management experience
  • Knowledge of technology fundamentals and concepts; Microsoft technologies preferred
  • Capable of presenting recommendations to senior leadership
  • Experience and passion working with complex software applications
  • Loves Travel industry and serving customers 
  • Enthusiasm for delivering a quality products for our customers throughout their journey from booking flights to airport experiences
  • Exposure to JetBlue’s IT disciplines and interdependencies
  • Exposure to JetBlue’s business units and how their needs drive IT strategy
  • Experience in leading large scale technology infrastructure projects for multiple facilities
  • Experience developing and coaching teams towards shared common goals, collaborating with multiple stakeholder teams, and leading through influence, all while demonstrating strong judgment in the face of ambiguity
  • A deep-rooted passion for process excellence and operating at scale
  • Ability to multitask, analyze opportunities, define successful approaches, and tackle problems

Crewmember Expectations:  

  • Regular attendance and punctuality  
  • Potential need to work flexible hours and be available to respond on short-notice 
  • Able to maintain a professional appearance 
  • When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft 
  • Must be an appropriate organizational fit for the JetBlue culture, that is, exhibit the JetBlue values of Safety, Caring, Integrity, Passion and Fun 
  • Must fulfill safety accountabilities as prescribed by JetBlue’s Safety Management System
  • Promote JetBlue’s #1 value of safety as a Safety Ambassador, supporting JetBlue’s Safety Management System (SMS) components, Safety Policy and behavioral standards
  • Identify safety and/or security concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including JetBlue’s confidential reporting systems (Aviation Safety Action Program (ASAP) and Safety Action Report (SAR))
  • Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls 
  • Uphold JetBlue’s safety performance metric goals and understand how they relate to their duties and responsibilities  
  • The use of ChatGPT or any other automated tool during the interview process will disqualify a candidate from being considered for the position.

Compensation:

  • The base pay range for this position is between $118,800.00 and $177,100.00 per year. Base pay is one component of JetBlue’s total compensation package, which may also include performance bonuses, restricted stock units, as well as access to healthcare benefits, a 401(k) plan and company match, crewmember stock purchase plan, short-term and long-term disability coverage, basic life insurance, free space available travel on JetBlue, and more.
