Position Title: Manager Airport Standards and Programs (Ground Operations) (LSC)

 

Position Summary

The Manager Airport Standards & Programs (Ground Operations) reports to the Sr Manager Airport Standards, Programs and Technology and is responsible for developing, implementing, and maintaining airport policies, procedures, and programs that ensure a safe, compliant, and efficient behind-the-scenes airport operation. This role owns standards and program execution impacting crewmembers who execute Below-the-Wing and Station Operations functions, including ramp operations, baggage handling and loading.

 

The Manager provides day-to-day leadership and program management for cross-functional initiatives focused on efficiency, compliance, quality, profitability, and operational reliability for the behind-the-scenes airport environment. This role collaborates closely with the Airport Standards & Programs leadership to deliver coordinated policy/procedure governance, manual maintenance, and change adoption across Airports.

 

Essential Responsibilities                                                                

  • Develop, implement, and maintain Below-the-Wing and Station Operations airport policies, standards, and procedures to ensure safe, compliant, and efficient operational execution.
  • Ensure appropriate ISARPs are tagged and referenced in necessary manuals for Below-the-Wing and Station Operations processes; maintain audit-ready documentation.
  • Seek opportunities for continuous improvement of existing Below-the-Wing and Station Operations policies and procedures through field feedback, operational performance signals, and stakeholder engagement.
  • Co-lead Airports policy and procedure change governance (rollout planning, communications, adoption support, and readiness), in collaboration with the Airports Standards & Programs leadership; cadence may be planned and/or as operational needs arise.
  • Co-own upkeep of Airports manuals by maintaining accuracy and currency for Below-the-Wing and Station Operations content, coordinating changes and dependencies with Airport Standards leadership.
  • Serve as a subject matter expert in Ground and Station Operations with emphasis on below-the-wing execution, including (as applicable) baggage handling/loading, aircraft servicing and pushback interfaces, and execution standards.
  • Owns Below-the-Wing baggage handling standards and programs, including operational processes and controls for baggage movement and loading (e.g., bag flow/make-up, handling controls, loading standards, exception handling for misconnects/offloads), coordinating with Airports Standards & Programs leadership for customer-facing interfaces and handoffs.
  • Manage a team and/or portfolio responsible for numerous projects impacting the airport operation; deliver measurable outcomes tied to safety, operational reliability, and efficiency.
  • Create and maintain strong cross-departmental relationships, ensuring any changes or new projects are a collaborative effort across stakeholder groups.
  • Accountable to senior management for ensuring the safety and security of ground handling operations within scope.
  • Ensure that Below-the-Wing and Station Operations policies and procedures are conducted in accordance with applicable federal regulations and standards and company policies.
  • Continually and proactively communicate updates on project/program statuses and issues to Airports Leadership via regular communications and status reports.
  • Collaborate on process effectiveness with the Manager Airport Compliance to ensure audit insights translate into improvements to standards, training, and adoption support (while maintaining appropriate independence of compliance testing).
  • Collaborates with Airports Standards & Programs leadership to maintain clear interfaces and avoid ownership gaps; unresolved cross-domain scope questions and end-to-end metric tradeoffs are escalated through the Senior Manager for decision and alignment.
  • Take a significant role in the development of crewmembers to support engagement, growth, and goal achievement.
  • Other duties as assigned.

 

Minimum Experience and Qualifications

  • Bachelor’s Degree in a relevant field; OR demonstrated capability to perform job responsibilities with a High School Diploma/GED and at least four (4) years of previous relevant work experience
  • Five (5) years of Airline experience
  • Three (3) years of Airport experience
  • Three (3) years of leadership experience
  • Ability to work flexible hours and be available to respond on short notice based on operational and/or project needs
  • Experience implementing large scale projects and tracking results
  • Experience maintaining a public profile and skilled at building and maintaining relationships throughout the company at all levels; especially operational Crewmember involvement and feedback. 
  • Strong presentation skills and experience working with and presenting to senior executives
  • Available for occasional overnight travel (10%)
  • Currently in possession of a valid passport or equivalent travel in and out of the United States
  • Must be able to acquire and maintain a valid Security Identification Display Area (SIDA) Badge
  • Depending on location, may need to acquire and maintain a United States Customs Clearance
  • Proficient with the Microsoft Office Suite
  • Proficient with Flight Load Monitor, Central Load Control, and Brock SmartSuite applications
  • Excellent organizational and managerial skills
  • Excellent verbal and written communication skills
  • Must pass a pre-employment drug test
  • Must be legally eligible to work in the country in which the position is located
  • Authorization to work in the US is required, this position is not eligible for visa sponsorship

 

Preferred Experience and Qualifications

  • Knowledge of IATA Operational Safety Audit (IOSA), Advanced Qualification Program (AQP) and Safety Management System (SMS) Programs

  • When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

  • Identify safety and/or security concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including JetBlue’s confidential reporting systems (Aviation Safety Action Program (ASAP) or Safety Action Report (SAR)) Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls
  • Uphold JetBlue’s safety performance metric goals and understand how they relate to their duties and responsibilities
  • The use of ChatGPT or any other automated tool during the interview process will disqualify a candidate from being considered for the position

Compensation

  • The base pay range for this position is between $80,000.00 and $136,200.00 per year. Base pay is one component of JetBlue’s total compensation package, which may also include performance bonuses, restricted stock units, as well as access to healthcare benefits, a 401(k) plan and company match, crewmember stock purchase plan, short-term and long-term disability coverage, basic life insurance, free space available travel on JetBlue, and more.
